Looking east to the bloody conflict gripping Ukraine, NATO-member Poland has kicked off an unprecedented military spending spree worth billions to overhaul its forces as Warsaw believes peace in Europe is no longer a given.…In Euroland, this increase in military expenditure has to be paid for either by increasing taxes or cutting other spending.

....or both.
Right. As logical operators are defined, "or" is a non-exclusive disjunction that is true if at least one of the propositions is true.
When both propositions are true, OR is indistinguishable from AND, and that's just wrong!
Sorry it offends you, Bob, but that's the rules of logic.
Logical connective
Rules are meant to be broken!
We should be able to use xor in a sentence, instead of having to add "but not both".
You can a have a piece of cake xor a slice of pie.
Mmmm, on second thought, lets stick with "or".
Simple to say, A or else B (implying but not both).
"Or" is often used exclusively but the context shows when the use is exclusive. The rule is that the use of "or" is non-exclusive unless qualified as exclusive.
Good rule when it comes to offers of dessert. I have been in that situation and didn't realize I could have both.
